That page points requesters toward county election products and notes that fees may apply. What California Voter Registration Records Show
When access is approved, a California voter registration record can contain identifying and election-administration fields. Fresno's county request process follows the state rule set, so the useful inventory is field based: what can appear, what it means, and what is excluded before a file is released.

Active voters are automatically included in an approved voter file. Inactive voters must be specifically requested. A political districts file is different again: it includes precinct number, district number, district type, and the relationship between precincts and districts.
Confidential Fields in Fresno Voter Registration Records
California law removes sensitive fields before voter registration information is released. Elections Code § 2194(b) excludes a California driver's license number, California ID number, the last four digits of a Social Security number, a unique identifier, a signature, and a digitized signature image. Confidential voter records under Elections Code §§ 2166, 2166.5, 2166.7, and 2166.8 are not provided.
Protected records stay out. Pre-registration records for 16- and 17-year-olds are excluded because minors are not registered voters until age 18.

Who May Receive Fresno Voter Data
California limits voter registration information to specific requester types and purposes. The research lists candidates for federal, state, or local office; committees for or against initiative or referendum measures with legal publication; persons using the data for election, scholarly, journalistic, or political purposes; and persons using it for governmental purposes as determined by the Secretary of State.
Fresno County requires a Data Request Application for requests to view, purchase, or use voter registration information. The county application asks for the full name of the person, business, organization, or committee; date; phone and email; business and mailing address; representative type; purpose; intended-use narrative; shipping choice; order lines; and an agreement with signature and ID details. Representative type choices include Political, Investigation, Private Vendor, Media, Educational, Governmental, Legal, and Other.
The purpose checkboxes are just as important as the contact fields. Fresno requesters may be identifying a candidate use, proposed ballot measure, political research, initiative or referendum, governmental use, scholarly research, recall work, or another stated purpose. If the intended use does not fit the voter-file rules, the application itself becomes the place where Fresno County can stop the request.
Applying for the Fresno County Voter File
The county application is a paper-controlled process. A wet signature is required, and the Department does not accept emailed or faxed applications. Submit in person, by U.S. mail, or by courier, and include a clear copy of a current photo ID issued by a federal or state government agency. Depending on the stated purpose, the office may require more documentation.

The state request channel matters when the needed file is broader than Fresno County or when state-level eligibility and statutory citations control the request.
Legal Limits on Fresno Voter Rolls
Fresno County's form states that voter registration information must be used only for election or governmental purposes, or for research as defined by Title 2, Division 7, Article 1, § 19003 and Elections Code § 2194. The form also carries the older Government Code § 6254.4 citation. The applicant agrees not to sell, lease, loan, or deliver possession of the information without a new application and written authorization.
Misuse has consequences. Willful violation is a misdemeanor under Elections Code § 18109, and unauthorized use may trigger $0.50 multiplied by each unauthorized use.
The county form gives non-access examples that include private efforts to locate people unless the requester is contracted by a public government agency. Commercial use is prohibited and treated as a misdemeanor. Suspected misuse of voter data belongs with the Secretary of State voter protection channels or the Fresno County elections office.
Safe at Home and Fresno Confidential Voters
California's Safe at Home program is administered by the Secretary of State and provides a substitute mailing address for eligible participants. The research lists eligible categories that include victims of domestic violence, sexual assault, stalking, human trafficking, child abduction, elder or dependent adult abuse, reproductive health care workers, and public entity employees who fear for safety.
For voter records, the practical result is straightforward: do not expect a protected residential address to appear in a released file. Fresno Voter Numbers and Historic Registers
Fresno County's 2026 election context listed 529,007 registered voters: 195,959 Democratic, 173,904 Republican, 113,909 No Party Preference, and 9,679 Other. The same current-activities capture listed the June 2, 2026 Consolidated Statewide Primary and the Nov. 3, 2026 Consolidated Statewide General. Those numbers are useful for scale, not for finding a named voter.
For older research, Fresno County Public Library's Genealogy and Local History Library holds Fresno County Great Registers from 1867 to 1944 on microfilm, plus the 1890 California statewide Great Register index. Those historical voter rolls can help family-history work, especially because most 1890 census records were lost.
